Douglas Dam Tailwater
By user-5869992... on 2017-10-23.
This is a great little campground with many hosts. They keep the sites and restrooms clean. There is a small store on premises that has ice, bait, and refreshments. They provide parking passes and patrol the campground often on their golf carts. The sites are large but gravel. We were able to go with friends and have a site that shared a driveway. We had up to 6 cars and two campers at the two sites. We were right on the river and enjoyed our stay.

Douglas Lake Dam Headwaters Campground
By user-5328489... on 2017-10-23.
Nice campground with friendly hosts. I should have checked the lake level before I came, the lake is so low for the drought and winter pool, that the water's edge is no where near the camp. We moved down to the Douglas Dam Tailgater Campground after one night to get near the water.
Side note: If your GPS tries to send you across the dam, it's not a road and you cannot cross KL it.

Great COE camp, but not able to reserve. First come, first served only.

It was in the 40’s and rained all weekend. But, that did not dampen our spirit or make it a less enjoyable experience. The water was low, so you could walk on the bed, mainly pebble, but still interesting. The area was a clean, and people polite. We will definitely comeback. There is a $5.00 fee if you book online.

Stayed here in a 35' motorhome on site #13 in the Douglas Dam Tailwaters Campground. Site was real level and right on the river. 30 amp electric water hookups.
Very peaceful. No tv antenna reception. Phone & internet worked great. They do need to add more and update the restroom. Hard to use dump station as the ground leans the wrong way. Would stay here again if in the area. If you want peace and quiet with no frills, this is the place for you. Close to Pigeon Forge & Gatlinburg.

Beautiful views
By user-5244057... on 2018-07-06.
We stayed at the Headwaters 2x at spot 34. Uneven, parking. But views were incredible. Very clean restrooms. Great people. We have stayed at both low water, and high water level times. It’s maybe 15 minutes to get into tourist places in Sevierville, but very tranquil and quiet out at the park. There are flat surfaces, but I wanted the view.

Very clean with a small camp store, some of the campsites are quite unlevel but most have great views of the lake. It seams like a popular spot for boating. They accept the America the Beautiful pass for camping discounts.
